A model in the deregulation of energy utilities, Elias/Savion used high-impact public relations, such as consumer education campaigns, consumer reports on gas delivery and public awareness advertising, to encourage 29 percent of customers to utilize the Choice program in its initial year – nearly doubling the company’s original goal of 15 percent.
